Had a Google for derivations of the phrase " a bit black over Will's mum's" most agree it means "it looks like rain". It's usually attributed to the British West Midlands, Birmingham, Coventry etc. As to who Bill, or Will was, many say Will Shakespeare, as Stratford upon Avon is South west of Coventry, South Westerly being the direction of prevailing winds and thus the direction to look for approaching rain clouds.
