Good question ...

This signifies that a member is in 'good standing' and has at least 10 'reputation points.' Reputation points are earned or subtracted by clicking on the icon within the post that looks like a balance scale. A member cannot give themselves reputation points.

These 'reputation points' presently have absolutely no value and are simply part of the vBulletin software application.
