Not sure which country you're in, but here in UK various interesting "house" organs come up for sale on Ebay from time to time, and often quite cheaply too. I'm no expert, but I imagine the height limitation would result in a tonal limitation, ie no 8 foot open pipes, nor 16 foot closed ones would be possible, not in the normal vertical configuration anyway.
Ever hear of mitering? This means that in spaces not high enough, longer pipes are "bent" to fit into the area. I've been inside a couple of organs that had such pipes. They look a bit strange, but they seem to work. IN practice, it means a right-angle turn, and sometimes even another right-angle turn to make the proper "length" for the pitch needed.
