I first would like to know if there is general bulletin board to post questions?

The 'general' bulletin board would be the Community Center & Chat forum area ... generally for miscellaneous postings. For a specific category, this forum has other 'boards' each with their own respective subject headings, like classical, instrumental, etc.

I have split your initial post and placed the question you were asking into this (click here) forum area. The replies for that question have and will follow to that area.
