Hi and welcome Keg!
I've removed your link because it is in violation of the posting guidelines regarding promotion of web sites etc. but I haven't deleted your post because I'd like to give you some contructive and hopefully useful advice on how to promote your forum on other forums (from my own experience).
There are some unwritten but universal "rules" in that regards:
1. Don't spam! Don't sign up and make one post advertising your site, that's considered spam on 99% of all forums.
2. Use the designated reviews/promotion section if there is one (which there happens to be on this very forum: the "Music & Web Site Review Forum")
3. A great way to promote your forum on other forums is to sign up and make relevant posts. Become a helpful and valued member, then you can put a link to your site in your signature and/or your profile and people will be incited to visit (and possibly join) because they already know that you are a good poster and member of the community.
